Seat
belt use has been mandatory in all Canadian provinces and territories
for many years. However, a significant number of occupants involved
in motor vehicle accidents have failed either to wear the available
seat belts or to wear them correctly.
In order
to evaluate the potential effectiveness of seat belts, we start
by analysing what happened to the vehicles during the accident,
and then what happened to the occupants within each vehicle, and
outside the vehicle if they are ejected. We then determine what
would have happened to the occupants if they had been properly restrained
by the available seat belts, child seats, etc. In this way we can
determine the movements of the occupants, both restrained and unrestrained,
and evaluate the effects of proper seat belt use.
Air bags can also provide great benefit in high speed collisions,
but in lower speed collisions, where seat belts provide adequate
protection, the benefits of air bags are less clear.
Our engineers have provided expert testimony in the field of seat
belt effectiveness, and most of the early cases in which the Seat
Belt Defence was accepted in the Courts in Alberta, reflected our
evidence in this area.
